A nova construção de um fenômeno global: O processo da gentrificação generalizada no contexto atual das políticas públicas urbanas

Abstract

De um processo, a princípio, espontâneo e rarefeito, impulsionado pela busca de uma melhor localização residencial no território urbanizado, hoje a gentrificação se tornou um instrumento de geração de mais-valia tanto para o setor privado como para o Estado. Essa não é mais apenas uma consequência colateral de um processo de renovação urbana, mas uma ferramenta de transformação urbana utilizada pelo capital privado, em conivência com o poder público, e vice versa, para higienizar, revitalizar e comercializar o espaço urbano. Frente a esta nova conjuntura, o Direito à Cidade dá lugar a uma visão neoliberal de cidade onde a mercantilização do planejamento urbano é financiada por interesses corporativos e setoriais. [English - ABSTRACT ONLY] From a process, initially spontaneous and rarefied, driven by the search for a better residential location in the urbanized territory, today gentrification has become an instrument to generate surplus value for both the private and the public sector. This is no longer just a collateral effect of a process of urban renewal, but a tool of urban transformation used by the private capital, in connivance with the public sector, and vice versa, to sanitize, revitalize and commercialize the urban space. Facing this new situation, the “right to the city” gives way to a neoliberal vision of a city where the commercialization of urban planning is financed by corporate and sectoral interests. This article aims to introduce the concept, as a theoretical basis, and to discuss the process of generalized gentrification in the context of current urban public policies, analysing the evolution of the phenomenon and identifying its agents.
