    Abstract
    As aglomerações metropolitanas atuais são marcadas por questões que extrapolam as fronteiras municipais e por dinâmicas cada vez mais complexas entre as cidades. Nesse contexto, é preciso debater sobre os arranjos metropolitanos e os instrumentos que norteiam a gestão e o planejamento dessas áreas. Discute-se como arranjos de governança metropolitana podem instituir, a partir de seus instrumentos de planejamento e gestão, canais de interlocução entre os diversos agentes. Analisa-se a experiência de Belo Horizonte, exemplo aclamado pela ampliação dos agentes envolvidos nesses processos. O caso estudado ajuda a identificar avanços e entraves na construção da governança metropolitana participativa. Nowadays, the metropolitan agglomerations are marked by issues that go beyond municipal boundaries and by increasingly complex arrangements between cities. In this context, it is necessary to discuss the metropolitan arrangements and the instruments that guide the management and planning of these areas. This paper aims to discuss how metropolitan governance arrangements can establish, through their planning and management tools, channels of communication between multiple agents. The experience of Belo Horizonte is here analyzed, as an acclaimed example for the increase of agents involved in these processes. This case study helps to identify advances and obstacles in the construction of a participatory metropolitan governance.
