    Abstract
    Atualmente a temática da habitação tem sido amplamente discutida pela relevância que assume para a sociedade e, especialmente, para os países da America Latina, com significativos problemas sociais. O presente trabalho faz uma reflexão sobre a questão habitacional brasileira atual a partir de uma perspectiva histórica, examinando pontos convergentes e divergentes entre distintos períodos históricos. Apresenta–se um estudo do Programa Minha Casa, Minha Vida – PMCMV em contraponto à política de habitação realizada pós 1964 e observa-se que a habitação social tem sido historicamente preterida frente aos interesses do capital imobiliário. O caso estudado aponta uma tendência à expansão urbana e periferização dos empreendimentos do PMCMV destinados às menores faixas de renda. Percebe–se que o modelo adotado pelo Programa repete antigas soluções nas quais a justificativa de redução do déficit habitacional a partir do estímulo ao setor da construção civil acaba por contribui para a manutenção dos padrões de cidade excludente. As avaliações aqui procedidas se dedicam a esta questão examinando a inserção dos empreendimentos na Região Metropolitana de Porto Alegre. Destaca–se o município de Gravataí que integra esta região e cuja experiência recente na aplicação dos ditames emanados da política federal, em exame, revela e apóia as afirmativas acima enunciadas. Between dream and the reality: the social housing in Brazil of a historical perspective. Currently the subject of housing has been widely discussed by the relevance that takes to society and especially to the countries of Latin America, with significant social problems. This work is a reflection on the current Brazilian housing issue from a historical perspective, examining similarities and differences between distinguished periods. Presents the study about Brazilian State Program Minha Casa, Minha Vida (PMCMV) and the housing policy carried out after 1964 and it is observed that social housing has historically been deprecated forward the interests of real estate capital. The case study shows a tendency to urban sprawl and peripher alization of the PMCMV projects for the underprivileged population. It’s noticed that the model adopted by the Program repeats old solutions in which the reduction of the housing deficit is justified by the stimulus of the construction industry and contributes to the maintenance of exclusion city standards. The reviews here proceeded were dedicated to this issue by examining the urban insertion of PMCMV projects in the Metropolitan Region of Porto Alegre (RMPA). In detail the town of Gravataí that integrates this region and whose recent experience in applying the federal policy in examination reveals and supports the statements listed above.
